Historical

On September 28, 2010, the "Valahia" University of Târgoviște signed the project financing contract with the National Authority for Scientific Research. The project was selected for financing within the competition POSCCE-A2-O2.2.1-2009-4, has a total value of 57,971,600 LEI and will be carried out over a period of 36 months.

Project objective is to build a research institute with 20 laboratories (36 newly created spaces) on the university campus and to equip it with the highest level research infrastructure in the field of renewable energies, innovative products and processes. The institute's activity will result in the development of materials, devices and systems applicable to the production of renewable energy and their integration into buildings, to increase energy efficiency and reduce the consumption of raw materials and fuels.

The project will lead to an increase in research and development capacity at the level of Region 3 South-Muntenia and to strengthening the competitiveness of Romanian scientific research at the European level.

Overall objective

The general objective of the project is to bring the infrastructure and research and development activity of the Valahia University of Târgovişte in the field of renewable energies, innovative products and processes to the highest European level, by developing the laboratories of the Multidisciplinary Scientific and Technological Research Institute, implicitly equipping them with state-of-the-art technology. The ICSTM activity will be based on the development of materials, devices and systems, applied in the production of renewable energy, as well as on their integration into buildings, by increasing energy efficiency and reducing material consumption.

Project purpose

The aim of the project is to develop the Institute for Scientific and Technological Research Multidisciplinary - ICSTM, to increase the research and development (RD) capacity at the level of Region 3 South-Muntenia and at the national level, as well as the competitiveness of Romanian scientific research at the European level. The project aims to develop the R&D infrastructure by establishing the framework, tools and resources necessary for research activities, consultancy, services and training of highly qualified human resources, to strengthen research/education and industry partnerships in the strategic field of energy, transferable to the economic environment. The development of the institute involves the reunification of resources in a common space, appropriately equipped for research activities, which ensures the avoidance of redundancies and the efficient use of the infrastructure. The development of the institute and its affirmation as an entity of excellence also involves the conception of a dynamic framework for training young people through and for research, as w

Strategic objectives

To achieve the proposed goal, the following strategic objectives are defined:

1. Increasing the performance, transferability and visibility of research, development, innovation and RDI activities in the field of renewable energy systems for sustainable development, with the aim of raising the level of competitiveness and full integration into the European Research Area;

2.  Developing and expanding the offer of advanced research, consultancy and innovation research services to the economic environment, in the field of sustainable energy, to increase the competitiveness of scientific research and the economic/industrial environment in Region 3 Muntenia;

3. Ensuring a competitive environment for scientific research and education through and for research, at the level of European standards, for the training and attraction of highly qualified human resources, capable of developing advanced research activities in the institute, in other R&D entities, as well as in the economic environment.

Operational objectives

1. Design and layout of the new institute's spaces based on the "passive building with integrated intelligence" concept (Zero-energy Integrated Building Intelligence - zIBI) using technological models that can be found implemented at prestigious institutes (Fraunhofer ISE, NREL, etc.). The following elements will be considered: implementation of renewable energy systems, spaces with reduced energy consumption and losses, integrated energy management;

2. Providing state-of-the-art equipment, modernizing and developing competitive research infrastructure at European level and with a high degree of uniqueness at national level, capable of supporting excellent research in the field of renewable energy;

3. Design and implementation of a resource management system aiming at achieving a high degree of infrastructure utilization, including attracting beneficiaries from the research space and the economic environment, especially from the region and at national level;

4. Developing an active interface for promoting the project at international, national and regional levels. Dissemination internationally of the R&D potential that UVT will have, in order to intensify participation in the EU Framework Programme, by attracting foreign researchers and by strengthening the scientific partnership that UVT has already established with the following European networks: Energy Materials Working Group EuMaT, European Photovoltaic Technology Platform and European Network of Excellence DERlab;

5. Promoting in region 3 South Muntenia the potential of the R&D that UVT will have, in order to jointly use resources, strengthen the link between industry, research and education, for better cooperation in the field of innovation, in directions required by the market and the regional development strategy.

The project comprises three major components:

1. Construction of a new research and development (R&D) building

2. Acquisition of equipment, together with tangible and intangible assets for R&D

3. Wide-scale promotion, both nationally and internationally, of the R&D capacity acquired by UVT through the project.

The building consists of 4 functionally and volumetrically distinct areas:

a) the laboratory area;

b) the area of administrative offices, meeting rooms and recreational spaces;

c) the lecture theatre;

d) the terrace roof.

Built-up area: Sc = 2,240 sqm

Total floor area: Sd = 7,250 sqm

The architecture of the building was chosen so as to serve its intended purpose. The main building comprises three areas with different functions. The first area will house a lecture theatre for the dissemination of research results and for national and international congresses and conferences. The second area will house offices for the management of research projects, the information and communication technology department, the technology transfer centre, the department of research strategies and projects, a room for the development and practical implementation of doctoral and post-doctoral topics, and the information and documentation centre. The third part, which is also the largest (over 80% of the total space), houses technological research laboratories. These are built from special modules designed to meet the optimum technical conditions for supporting the proposed research.

The role of the new building:

- in addition to serving as a platform tailored to excellence in research, with advanced facilities in terms of technological installations and technological laboratories dedicated to serving several scientific laboratories in one place;

- it also acts as an object of study in itself, incorporating energy-active façade elements (the top two floors have half of their glazed surface made up of semi-transparent photovoltaic panels), integrated intelligence, and active management of consumption, security systems and access control.
